A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, April 23, 2008, at the principal office of SDCBC in Downtown San Diego by Chair Brian Parent, pursuant to a notice [1,2] mailed to all directors for whom a mailing address was available and E-mailed to all directors.

Printed copies of the minutes of the previous meeting [3] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote, with one correction: "on-half" was replaced by "one-half".
A brief membership report was given by the Executive Director, noting updates to SDBC, Cyclo-Vets and others.
The Executive Director displayed a map to the Quarry Falls development project [on the north side of Mission Valley north of Friars Road and west of Interstate 805], and described the project in considerable detail. After some discussion, it was decided, by voice vote, that SDCBC should write a letter of support, in which we suggest, among other things, the most current signage practices, bicycle-friendly access to a pedestrian and bicycle bridge over Friars Road, and reminders such as bicycle racks and icons. The Executive Director will present a copy of the first draft for filing with these minutes [4].
The Treasurer's report [5], which had previously been E-mailed to all directors, was presented and explained by the Treasurer. The report was accepted as presented and held for audit by a voice vote.
The Executive Director distributed copies of an Executive Director Report [6] and commented on some of the items in it.
The Newsletter Editor reported the following items:
Stephan Vance reported on the Fair Share for Safety Bill (AB 2971), which would allow developer funds to be used for bike and ped projects, and as a separate matter, it would require the state to spend federal transportation safety funds in the same proportion as bicycle and pedestrian fatalities, currently about 20%. By voice vote, SDCBC endorsed the bill.
Stephan Vance gave a brief announcement of Pedal Power, an advocacy training event with legislators and their staffs on April 30 to May 1, which is the California Bicycle Coalition's annual lobbying event].
The Earth Fair and CBAC items on the agenda were tabled by general consent.
Dave White reported on Pedal to the Park, noting that he had more flyers than registrants, and that the second Bike Sunday will be this Sunday, with others on May 11 and 25.
Dave White reported on Miramar Air Show Bicycle Parking, noting that he received a letter from the Commanding Officer expressing interest, that the Provost Marshall will review our proposal, there will be a meeting tomorrow, and the preliminary location will be inside the flight line fence.
