Minutes of Board of Directors Meeting -- May 28, 2008

A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:04 PM on Wednesday, May 28, 2008, at the principal office of SDCBC in Downtown San Diego by Chair Brian Parent, pursuant to a notice [1,2] mailed to all directors for whom a mailing address was available and E-mailed to all directors.

Since there was some doubt about the presence of a quorum, the Board first took up some matters that did not require any Board action.

The Executive Director presented and a written Executive Director Report [3] and explained it, noting in particular that there was no advertising for Bike to Work Day this year.

In the absence of the editor, the Executive Director gave a brief Newsletter report, noting in particular that the deadline for material for the next issue was next Wednesday [June 4].

At this point, it was verified that a quorum was present.

Printed copies of the minutes of the previous meeting [4] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote.

The Treasurer's report [5], which had previously been E-mailed to all directors, was presented and explained by the Treasurer. The report was accepted as presented and submitted for audit by a voice vote.

The Board then considered candidates for the June elections. All Board members and officers present agreed to continue in their current positions, particularly the Chair, Vice Chair, Secretary, Treasurer, Webmaster, and Spokesperson, and were renominated. The Board also renominated the current Membership Chair and Newsletter Editor. Visitor David Voris expressed interest in becoming the representative of Descenders Cycling.

The Executive Director announced that the June 25 general meeting and Board meeting will be held at the same time as a SANDAG public input meeting for the Regional Bike Plan at the Balboa Club in Balboa Park. We may hold our meeting in Balboa Park before the SANDAG meeting, so our members and directors can attend the SANDAG meeting.

The Executive Director described the Fair Share for Safety Bill (AB 2971), which the Board had endorsed at the April meeting. The bill provides for allocating funds for vehicle and ped/bike safety according to the number of deaths for each class. We will advocate allocation according to the death rate for each class, which will provide more funds for ped/bike safety. The Board approved this policy by voice vote.

The Executive Director presented a proposal for an SDCBC 20th Anniversary Fundraiser Party [6] in October 2008 (tentatively October 24). The Board approved the proposal and appropriated $1500 for it by voice vote.

Jim Baross gave a report on the Caltrans Bicycle Advisory Committee (CBAC).

The Executive Director described areas to be covered at public input meetings for the Regional Bike Plan update, to be held on June 24 in North County and on June 25 in Balboa Park.

Dave White gave a report on Pedal to the Park, noting that it "hit the sweet spot" last Sunday, with support from SDCBC, San Diego Wheelmen, North County and Major Taylor and some Bike to Work Day crossover. The three events got participation levels of about 150, TV spots and print articles. A check for $500 was turned over to SDCBC.

The Executive Director gave a report on Pedal Power in Sacramento. [an advocacy training event with legislators and their staffs on April 30 to May 1, which is the California Bicycle Coalition's annual lobbying event], noting that it was a good event and "relatively successful", but there were not as many people as there should have been, and the schedule was disappointing.

There was only one Club report. Serge Issakov reported that SDBC's Barrio Logan Grand Prix was a great success.

The meeting was adjourned by general consent at 8:38 PM.
