Minutes of Board of Directors Meeting -- September 23, 2009
A regular meeting of the Board of Directors of the San Diego County Bicycle
Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, September
23, 2009, at the principal office of SDCBC in Downtown San Diego by Chair Brian
Parent, pursuant to a notice [1] E-mailed to all directors.
The following persons attended the meeting. Those marked with an
asterisk (*) arrived after the call to order.

Printed copies of the minutes of the previous meeting [2] were passed
out at the meeting. The minutes were approved by voice vote.
The Treasurer's report [3], which had previously been E-mailed to all
directors via the SDCBC Google Group, was accepted and submitted for audit by
voice vote.
In the absence of the Membership Chair, a brief oral membership report
was presented by the Executive Director, who noted that SDCBC has about 1224
members.
The Executive Director also presented Lose the Roaditude
hangers [4,8], and announced that on October 4 Jim Baross will lead a
ride and learn event, and that volunteers are needed to Pedal to the
Airshow.
In the absence of the Education Director, the Executive Director gave an oral
Education Report, including the following items:
- An Education meeting on October 12.
- Requiring students to pay for our education program is not sustainable.
- The education program is in demand; SDCBC has a small contract with La
Mesa, and there are others in Del Mar Mesa and Oceanside.
- SDCBC wants PTOs (Parent-Teacher organizations; i.e., PTAs by a
slightly different name) to pay for bike rodeos.
- There is a bicycle decoration contest this month called "Spooky Spokes".
- Some graduate students in Education Technology at National University want
SDCBC assistance.
Carol Carr announced that the planned bike path along W. Bernardo Dr.
from the Kreitzer Bridge to the park has been put out for bid, and that
construction is expected to begin about December 1 and end about March 1.
The Executive Director distributed printed copies of an Executive Director
Report [5], and also gave oral reports on the following items:
- Bicycle parking has become a "giant program".
- A controversy at the Oceanside City Council meeting over long-term
encroachments on the route of the Coastal Rail Trail was resolved when the
Council decided to take the route back.
- The person who does the Encinitas Century is proposing to do a "Tour de
Coast" next November in Oceanside.
- Signs for San Diego's "Lose the Roaditude" campaign were displayed.
- San Diego's new Bicycle Coordinator may be somebody who knows very little
about bicycles.
- The San Diego River Trail cleanup has been switched to Monday night to
avoid a conflict with the Tour de Fat.
- Street crossings for the Inland Rail Trail should be made for
bicycle-friendly.
- What should SDCBC do about results of the Children's Injury Prevention
Summit, which apparently show that bicycle travel is more dangerous (but not
more deadly) for children than automobile travel?
- FIDO (Fiesta Island Dog Owners) wants to preserve the leash-free status of
most of Fiesta Island, which should help in keeping the area bicycle-friendly.
- Bicyclists are encouraged to attend the Leucadia 101 planning meetings.
- Bike the Bay had over 2300 riders and brought in more than $45,000.
- Volunteers are needed for Tour de Fat, and should attend a training
meeting Wednesday evening tentatively at the Sophia Hotel.
- There is a lot of interest in SDCBC school projects.
The Newsletter Editor reported on the following matters:
- When will the November Board Meeting be? The usual date will be the day
before Thanksgiving.
- Possibly a front-page article on "Lose the Roaditude".
- Tour de Fat pictures.
- California-specific bike law booklets are available.
- Kimberly's Bike for Kids event.
- Bike the Bay and Pedal to the Airshow wrap-ups.
- The treasurer's report shows about $1600 in donations.
- Thanks to the Oceanside City Council for supporting the Coastal Rail
Trail.
- The bylaw amendment proposed at the last SDCBC Board meeting and to be
voted upon at the next meeting.
- A Bike Shorts item on taillights.
- A proposed "bike village" on the Bayshore Bikeway at the old factory
building at the north end of 13th Street in Imperial Beach.
- Newsletter preparation will be on Wednesday, October 14 at Standley Park
Recreation Center.
- Monday, October 5 is the deadline for material for the next issue.
The Board received the following Club reports (and similar items which
are not actually reports of member clubs):
- Greg Zackowski reported that there are bike racks on the trams at UCSD.
- Michael Hodges of the Descenders Club reported that there are lots of
bikes in use in London, especially where motorists are charged a congestion
fee.
- The Sierra Club will have events at the mountain lodge in September, and
in Temecula in November, and also a holiday party late in December. The
representative also remarked on bike rentals in Paris.
- San Diego Wheelmen will have a progressive brunch ride in October and a
four- or five-day trip in Borrego Springs in November.
- Some North County Cyclists will do the Tour de Poway as a group.
- The Knickerbikers will be doing something in Tucson, Arizona.
The meeting was adjourned by general consent at 8:28 PM.
